Thanks, Eliza.  Makes me upset at our regressive public library system.  Lots of bodice rippers but no access to this or OED on-line.

I get the OED through my Massachusetts library card, but not the DNB, alas.

The “national” in the DNB refers to the UK and the database is very British-centric, which may explain why fewer US libraries carry it. I think most university libraries in the US will have it. It’s a great resource.
