If I click on [report] in the upper right of a message on my screen and get another screen about selecting spam or harassment or whatever and at that point have second thoughts about it and don’t proceed further does anything happen?

No. When you get to the second screen you have to hit the “report” button at the bottom for anything to happen. And what happens is that a message is sent to me.
