What did he mean by this?

I took it to mean “to show off one’s abilities/characteristics.” It’s mildly derogatory, connoting egotism and lack of modesty in the process.

To hot dog is a slang verb originating in the skiing world, but has expanded to other arenas. In this context I took it to mean that Hollywood conservatives tend not to wear their party affiliation on their sleeves.
