Just heard this phrase in an ad for a documentary.
The meaning is obvious but at first blush it struck me as a bit odd. Google tells me the phrase has some currency.
Reminded me a bit of GW Bush’s “hispanically owned.”
Nothing wrong with a bit of ad hoc adverbisation, I suppose.
