‘He who..’ v. ‘He that…’

Usage of ‘who’ as in ‘he who’ v. ‘that’ as in ‘he that’ seems to have been influenced by the other contexts of these same words—‘who’ as interrogative, and ‘that’ as demonstrative; and also, by such as poets, by decisions of euphony. I can imagine a poet of a previous century preferring the sound of ‘a man that’ to ‘a man who’ with its half-vowel awkwardly following a nasal…

I can imagine a line of Shakespeare mixing the two, for sound :

‘Who calls ?’ ‘The man that sent thee..’
