Is that a fair translation?

It’s perfect passive, so a more precise translation would be “Here King Harold has been killed.”

The present passive (is killed) would be Hic Harold Rex interficitur.

Done in is a bit colloquial, but if that’s the way you want to roll, it works, “Here King Harold has been done in.”
